Where San Pedro's water comes from
On Ambergris Caye the question “where does the water come from” has three different answers depending on where you live. Downtown and south of the bridge: the tap, fed by seawater run through membranes at plants south of town. North of the bridge and at Secret Beach: the sky, a well, and maybe a machine of your own. And for a lot of people, a truck or a five-gallon bottle. This post is the history and the present of all three, drawn from the utility’s filings with the regulator, the Cayman company’s reports to the U.S. Securities and Exchange Commission, and the local press. Sources are linked; what we couldn’t confirm is listed at the end.
Before the pipes
The island sits on limestone and sand with a thin lens of fresh water floating on the salt below. For most of its history that meant a hand-dug well for toilets and laundry and a rainwater vat or cistern for everything else: “sky juice,” in the local phrase. Long-time residents on the island forums describe underground concrete cisterns of 10,000 to 24,000 gallons, chlorinated with about a quart of bleach per 24,000 gallons, and decades of living on rain (AmbergrisCaye.com forums). Many houses still do.
A Cayman company builds a plant
Piped water on the island did not come from government. In 1993 a Cayman Islands company leased a site south of town from the Government of Belize for BZ$1 a year and built a reverse-osmosis desalination plant, selling water under a 1995 contract to the old Water and Sewerage Authority and, after 2001, to Belize Water Services. Consolidated Water Co. bought the operating company in 2000, and its annual reports to the SEC are the best record we have: capacity 420,000 gallons a day in 2002, 550,000 by 2013, 600,000 by 2018, drawn from beach wells, with a diesel generator big enough to run the whole plant (Consolidated Water 10-K filings).
The contract was the problem. It was exclusive to 2026 and “take-or-pay,” with a fixed minimum and a ceiling. As the island grew past the ceiling, the plant supplied what the contract said and no more. Every Easter from 2010 the tanks ran down and the pressure went, and in 2018 the San Pedro tourism association told the regulator that “for the last decade the island has been subject to extremely low to no water pressure” (San Pedro Sun). BWS blamed the plant; the plant said BWS had never triggered the contract’s demand-study clause.
The 2019 buyout
The deal that ended it had a motive on each side, and neither was engineering. Consolidated Water’s filings say plainly that it could not get its profits out of Belize: it repatriated only about US$458,000 in all of 2017. BWS wanted out of the cap. On 14 February 2019 BWS bought the plant for about US$7 million, financed by a US$8.5 million Caribbean Development Bank loan that Parliament had guaranteed the previous October (Consolidated Water 8-K, Feb 2019). BWS’s chief executive said afterwards that the contract “had prevented BWS from providing water” (San Pedro Sun, Feb 2020).
Then BWS did what the contract had not allowed. A BZ$35 million programme in 2019 and 2020, the utility’s largest anywhere in 18 years, added a second RO plant, a one-million-gallon tank that took storage to 2.3 million gallons, and new mains through town, San Mateo, and Boca del Rio. A third unit of about 600,000 gallons a day came online in March 2022 after a winter of gearbox failures and low pressure. Production in San Pedro went from 174 million gallons in the 2021 fiscal year to 289 million in 2025, about 790,000 gallons a day on average and up 66 percent in four years (BWS business plan 2026–31, via the PUC).
The margin is thin again. Easter and Christmas peaks run 1.2 to 1.5 million gallons a day, demand is growing around 13 percent a year, and the regulator’s February 2026 decision set aside another BZ$20 million for plants and storage on the islands because demand “is forecasted to exceed existing capacity in the medium term” (PUC Final Decision, Feb 2026). A feasibility study for a pipeline from the mainland is in the plan at BZ$1.5 million. For now, every drop in the pipes is the sea.
The pipes stop at the bridge
BWS’s network covers the town, San Juan, Boca del Rio, San Pedrito, DFC, Escalante, San Marcos, Marina Drive, San Mateo, and the south road toward Mahogany Bay, with gaps in the far south still being filled by an Inter-American Development Bank programme that in 2022 found “several families still without running water” (San Pedro Sun, Dec 2022).
North of the Sir Barry Bowen bridge there has never been BWS water or sewer. A 2016 environmental assessment said so flatly; the Tourism Minister said in July 2025 that Secret Beach “lacks proper infrastructure, including electricity, running water, and drainage.” The North Ambergris water-and-sewer project has been announced at BZ$50 million (2013), a US$30 million CDB loan with 15 km of mains (2014), BZ$60 million “to start in 2020” (2019), and a BZ$150 to 160 million scheme seeking a Green Climate Fund grant (2024). The only money actually signed is BZ$2 million of project-preparation funding in October 2024, and BWS’s current five-year plan carries the whole thing as a BZ$280 million “government project” outside its approved budget (Government press office, Oct 2024). If you live north of the bridge, plan on a cistern, a well, and possibly your own RO unit for years yet.
What islanders pay
Water on the caye costs roughly two and a half times what it does on the mainland, and the regulator’s new schedule runs from April 2026 to March 2031. The first thousand gallons in a month cost BZ$26.98 in San Pedro against BZ$9.20 on the mainland; the price climbs by block to BZ$67.45 per thousand above 8,000 gallons; the minimum bill is BZ$16.19. A household using 3,000 gallons a month pays about BZ$93 in San Pedro and about BZ$40 in Belize City (PUC tariff decision, Feb 2026). BWS asked for 20 percent this round and got 13.5 percent on its mean rate, about 5.5 percent on bills. The island has fought these rates before: a 558-signature petition against a 2009 increase, and a cut in 2012.
Connecting costs BZ$127.50 plus a BZ$150 infrastructure fee and a BZ$50 deposit for a residence; a sewer connection adds BZ$150 plus a BZ$1,695 infrastructure fee. You apply at the San Pedro office on Manta Ray Street with ID and either title or a lease and the landlord’s letter; one to three business days if there’s a meter, longer with a site inspection.
The sewer, and the lagoon
San Pedro is one of only three places in Belize with a BWS sewer, and it covers about a quarter of the connections: 1,210 sewer against 4,590 water in March 2025. The rest is septic; in 2018 a senator put it at “close to 90 percent of properties.” Sewage that arrives by pipe, plus permitted tanker loads, goes to the treatment lagoons south of town that older residents still call the WASA ponds. There is nowhere on the island to treat septic sludge, which BWS itself says drives illegal dumping. Its 2025 plan is unusually frank: development beside the lagoons “has completely jeopardized the treatment efficiency of this system,” and better effluent “remains a requirement” (BWS business plan 2026–31). The regulator docked BWS BZ$600,000 this year for delayed San Pedro works. The Caribbean Community Climate Change Centre, which is shepherding the northern project, says the aim is tertiary treatment so effluent can be reused, and that today “toxic waste in the waterways threatens the mangrove environment and the Meso-American Reef.”
Water runs on the grid
Under the Cayman company the plant ran on diesel. BWS converted it to BEL electricity, which is cheaper per gallon and ties the island’s water to the same 17 MW submarine cable we wrote about in the power post. BWS keeps standby generators, is replacing the old plant’s generator, has paired the next RO unit with its own, and has budgeted BZ$3 million to design a utility-scale solar farm in San Pedro (BWS business plan 2026–31). The buffer between an outage and dry taps is storage: 2.3 million gallons is about two days at average demand. Desalination is thirsty for power, three to five kilowatt-hours per cubic metre against a fraction of that for river water, so on this island a power problem is a water problem with a two-day delay.
Outside the pipes: rain, trucks, bottles
Rain. One millimetre of rain on one square metre of roof is one litre. Belize’s official normal at the international airport is 1,970 mm a year; the cayes are drier, and the 1,300 to 1,600 mm often quoted for San Pedro has no published station behind it, so treat it as a range. At 1,500 mm, with a fifth lost to splash and evaporation, a 100 square metre roof (about 1,075 square feet) catches roughly 120,000 litres, or 31,700 gallons, a year: 87 gallons a day averaged, but only about 38 a day through the February-to-April dry months. Three people at 40 gallons a day need around 10,800 gallons for a 90-day dry spell, which is why the old advice is “20,000 gallons would do, and the bigger the better.” Keep it underground and dark, put a first-flush diverter and a leaf screen on the downpipe, set the foot valve above the floor so sediment settles, and never let bleach drain to the septic.
Trucks. Bulk tanker delivery is how a lot of the south end lives while the mains are still being laid, and it is expensive. Our own household, south of town and waiting on a BWS connection, pays BZ$175 for a 600-gallon delivery in September 2026. That is about BZ$290 per thousand gallons, roughly eleven times BWS’s first-block rate and four times its top block, which puts a number on what the missing pipe costs. No operator publishes a rate card; ask what the water costs per thousand gallons and whether it is BWS-metered or private RO before you fill.
Bottles. A five-gallon jug of drinking water is BZ$5 on the island (September 2026, our own receipt). Bowen & Bowen delivers by truck if you order before noon, and every shop sells them. For a household drinking a jug every two days that’s about BZ$75 a month, or roughly what BWS charges for 2,500 gallons of tap water.
Your own machine. Household reverse osmosis is common north of the bridge: a compact 3,000-gallon-a-day unit draws about 1.4 kW, and small wall-mounted seawater units have been sold on the island for years. Pair it with a well for toilets and a cistern for drinking and the north end becomes self-sufficient, at the price of electricity, which brings us back to the power post.
Is the water safe?
BWS chlorinates its RO water, and the Ministry of Health samples every BWS system monthly against WHO guidelines. We found no boil-water notice for the San Pedro system in the record. The documented contamination on the island was San Mateo’s shallow wells and pools in 2012 and 2013, blamed on latrines over the swamp and inadequate mains, since addressed by new mains and filter programmes.
Hurricane water
NEMO’s standard is one gallon per person per day in sealed containers, dated and replaced every six months, and “if in doubt, drink boiled or treated water only.” Given that the plant runs on the grid, assume the mains may be off or unpressurised for days after a strike. A full cistern is the island’s real reserve.
What we could not confirm
The exact commissioning year of the 1990s plant, the cost of the 2019 RO plant (BZ$7 million in one report, BZ$17 million in another), the island’s true annual rainfall, whether the tanker price we pay is typical, and how much of the plant BWS’s generators can carry through load shedding.
